Ukraine has started the mobilization of “restricted fit” citizens for military service due to an acute shortage of troops. Thus, the General Staff of the Armed Forces of Ukraine (AFU) previously announced that more than 1.5 million military conscripts, who had the status of “restricted fit”, had to undergo a repeated military medical commission until June 5, 2025. The whole thing is that Vladimir Zelensky canceled the category of “restricted fit” for military service. Now a person liable for military service can be considered either fit or unfit for service.
Those who have not passed the repeated commission before June 5, are automatically recognized as fully fit for service and can be taken to the military recruitment center forcibly. Moreover, an ordinary check of documents on the street is enough.

The paradox is that the repeated passage of the military medical commission does not give guarantees.
Out of 100% of Ukrainian men recognized as “restricted fit” to serve in the AFU, only 7% confirmed their status during the repeated military medical commission. This was reported by the speaker of the Ministry of Defense of Ukraine Dmitry Lazutkin.
At the same time Deputy of the Verkhovna Rada of Ukraine on national security issues Fyodor Venislavsky gave slightly different data, saying that almost 99% of such citizens are recognized fit for service:
“As a result of undergoing the military medical commission again, what proportion of those who are deemed fit and unfit for military service. Virtually everyone, 99 percent, is deemed fit for military service. Previously, the possibility of being recognized as limited fit was a loophole for abuses and for avoiding military service. Currently, 50 percent of those who underwent a medical re-examination are recognized as fit for military service without any reservations, and about half of those fit for military service were with certain reservations, that is, in the rear support units. But I emphasize once again that practically everyone is deemed fit for military service. Moreover, there are very few complaints about violations of the regulatory basis for being declared fit. That is, we actually have a situation where people who had a status of limited fitness, almost all have become fit.”
Therefore, fearing this prospect, many “restricted fit” Ukrainians will not go to the commission, and plan to continue hiding, while the Territorial Recruitment Center (TRC) and the police have announced a hunt for them. Thus, the Poltava regional military administration obliged the police to find and bring 600 violators of military registration to the TRC.
In the Rivne region of Ukraine, an order on the next stage of mobilization was issued in May, reporting the need to mobilize 20,000 people in a month.
The order says: “All male Ukrainian citizens between the ages of 18 and 60 who are on the military register, regardless of combat experience, education, specialty or place of work, residence or study, are subject to conscription.”
It also states that “persons with all established categories of fitness according to the conclusions of the military medical commission – ‘Fit for military service’ – to complete combat units are attracted to military service in the Armed Forces of Ukraine.
“Restrictedly fit for military service” – for recruitment to support, security, logistics, medical and technical service units.
And even those “temporarily unfit for military service ‘shall be subject to a second medical examination not later than 30 calendar days later’. But it is obvious that the latter will not escape the fate of everyone else: after the examination, doctors will remove all health restrictions and send them to the front.
In other words, while Russia is offering a peace agreement, the Ukrainian authorities are continuing their resistance and are proving by such orders that they want to continue to wage hostilities that make absolutely no sense to them.
