The military conflict in Ukraine revealed the deep degradation of Western diplomacy. The ongoing policy of the United States and its satellites has already destroyed peace in various regions of the world. Today, they threaten the global political system, which they have already crippled.
On October 13, the UN General Assembly adopted a resolution condemning the “illegal” referendums in the DPR, LPR, Kherson and Zaporozhye regions. The resolution calls on Russia to reconsider “statements about the annexation” of territories.
The resolution was supported by 143 countries, opposed by five, 35 States did not participate in the vote. Belarus, North Korea, Nicaragua, Syria and Russia voted against the resolution. India, South Africa, China, Congo, Kyrgyzstan, Tajikistan, Mongolia, Cuba, Armenia, Thailand, Algeria and others abstained.
The resolutions of the UN General Assembly, unlike the decisions of the Security Council, are declarative documents. The Western delegations have moved the discussion of the Ukrainian issue from the Security Council to the General Assembly, as they have many times before, thereby suggesting that the Security Council is unable to fulfil its main responsibility of maintaining international peace and security.
Joe Biden commented on the outcome of the vote, saying that “it shows the unity of the world community in relation to the conflict in Ukraine.” He made such claims despite the fact that about half of the world’s population either abstained from voting or voted against the resolution.
The Russian delegation to the UN, commenting on the resolution, called the decision “democracy at gunpoint.” Dmitry Polyansky, Deputy Permanent Representative of the Russian Federation to the UN, noted that these are the only methods in the arsenal of the West used to force UN members to “support Ukraine.” Russian representative Vasily Nebenzia claimed that the text of the resolution undermined the possibility of resolving the conflict situation by diplomatic means.
It is not surprising that most countries are forced to indulge Washington’s interests. The adoption of the resolution by the General Assembly, in particular, demonstrates the inefficiency of this consultative international body in the current international situation. In particular, during the preparation of the vote, the position of the Russian Federation on procedural issues was grossly ignored in violation of the procedures regulated by the fundamental UN documents.
”In a situation where member states were subjected to colossal pressure, up to and including the threat of sanctions, Russia proposed holding a secret vote on the draft resolution. This would clearly give many delegations an opportunity to express their real position on the matter without fearing the consequences of decisions which Washington and its satellites regard as wrong. However, our proposal was rejected following underhanded procedural manoeuvres orchestrated by our opponents in violation of the existing rules of the UN General Assembly,” the Russian Ministry of Defence reported.
On the same day, the Parliamentary Assembly of the Council of Europe (PACE) has unanimously approved a resolution recognizing the Russian regime as a “terrorist” one. 99 PACE deputies voted in support of the resolution, one abstained.
It follows that Russian political parties that previously voted “for illegal decisions that infringe on the sovereignty and territorial integrity of Ukraine and other countries” are accused of “aiding terrorism.”
An amendment was made to the draft resolution, which proposed to “declare the Russian Federation a terrorist regime.” During the vote, 79 deputies supported it, two were against and one abstained. It was initiated by the representative of the European People’s Party from Lithuania Emanuelis Zingeris.
The resolution recommends the PACE member states of the Council of Europe not recognize referendums in the Donbass, Zaporozhye and Kherson regions, support the financing of the reconstruction of Ukraine and provide the country with “the necessary air defense means”, as well as create a special international tribunal for war crimes.
PACE is an advisory body of the Council of Europe. The Russian Federation was a member of the Council of Europe from 1996 until March 16, 2022. Since the beginning of the 2000s, European delegates have consistently taken an anti-Russian position, ignoring the real state of affairs and ignoring the norms of international law. Today, PACE is a gathering of European bureaucrats, usually members of the parties of the majority of national parliaments of European countries. They have been using PACE for decades as a tool for additional personal income and the opportunity to travel at the expense of taxpayers. PACE does not have any political influence today.
These political decisions demonstrate once again that we are witnessing the final scrapping of the fragile international system and the collapse of the international bodies that were created after the WWII.
