Russian Military Reveals New Details About US Biolabs In Ukraine

On December 11, the 2023 Meeting of States Parties to the Convention on the Biological and Toxin Weapons Convention (BTWC) begins in Geneva. Within the framework of the same meeting last year, in September 2022, Russia initiated a Consultative Meeting in accordance with the fifth article of the Convention, and in early November provided questions about the violation of the BTWC by Ukraine and the United States to the UN Security Council.

The Russian Federation provided necessary documents which evidenced financial, scientific, technical and personnel support from the United States to the dangerous researches on the territory of Ukraine. The laboratories there carried out operations with components of biological weapons, and where studies of pathogens of particularly dangerous and economically significant infections were carried out.

Within the meeting of the UN Security Council, Moscow asked 20 questions about the violation of the requirements of the Convention by Kiev and Washington. As a results, Moscow did not receive any clear answers to its questions.

Hiding behind the wording of article X of the Convention, Washington and Kiev described military biological research as “cooperation for peaceful purposes.”

Then, Western countries sabotaged the vote on the Security Council resolution on the international investigation of the activities of US biological laboratories. The Russian military concluded that the negative results of the vote confirmed that “the military biological activities of the United States in Ukraine raised questions even from their closest allies.”

Moscow intends to launch again the discussion on the violation of international laws in Ukrainian during the upcoming meeting of the BTWC Member States in Geneva.

Today, amid the beginning of the international meeting in Geneva, the Russian Ministry of Defense launched briefing by the Chief of the Radiation, Chemical and Biological Protection Troops of the Armed Forces of the Russian Federation to comment on the analysis of documents related to US military biological activities in Ukraine, discovered during the military operations in various regions.

As a result of military operations in Ukraine, Russian specialists gained access to a number of Ukrainian biological facilities, in particular to laboratories in the cities of Rubezhnoye, Severodonetsk, Kherson. Russia also achieved the official documentation from these facilities.

Analysis of the documents confirmed the dangerous nature of the Pentagon’s experiments to assess the susceptibility of the Ukrainian population to zoonotic infections, the facts of testing pharmaceuticals on the local population and the export of biological samples to the United States for their possible use in offensive biological programs.

So far, four facilities in the DPR and LPR were checked by Russian specialists.

  • Various reference strains of microorganisms, supplied from the US standard collection intended for the study of economically significant animal diseases, were found in the cache of the veterinary laboratory in Mangush.
  • The documents confirm the study of migration routes of migratory birds by the staff of the Biosphere Reserve in the village of Askania Nova in the Kherson region. The facts of collection and certification of avian influenza virus strains have been established, the mortality rate of which can reach 40% when transmitted to humans.

The Russian military warned that Kiev may use chemical and biological weapons to launch provocations amid its failures on the frontlines. The Russian MoD has information that the office of the President of Ukraine coordinates the actions of the national special services to organize an anti-Russian provocation using toxic substances. Kiev is trained by Western patrons, who had earlier attempted such provocations in Syria.

The Security Service of Ukraine (SBU) has engaged the Ukrainian company Realab specialized in the import of chemicals and precursors. In October-November of this year, it purchased a “small batch” of triethanolamine and a nitrogen-containing sodium compound produced by the US company Honeywell Research Chemicals in Germany.

Triethanolamine is included in the Chemicals annex of the Chemical Weapons Convention and is subject to annual declaration. This compound is a precursor for the synthesis of a toxic substance of skin-abscess action – nitrogenous mustard gas. Nitrogen-containing sodium compounds are highly toxic, their damaging effect is similar to cyanides.

According to the Russian military, these chemicals can be used by the SBU to produce a chemical warfare agent in order to launch provocation in the area, where Russians are most actively advancing, which is likely the Donbass.

In addition, it is assumed that the armed forces of Ukraine intentionally infected water sources, including drinking water, food supplies and animal feed with pathogenic biological agents.

In November 2023, specialists of the Ministry of Defense of the Russian Federation, together with the Rosselkhoznadzor, established the deliberate nature of the outbreak of African swine fever in the village of Chernihiv, Zaporozhye region. As a result of the deliberate contamination with the African swine fever pathogen on the territory of the agricultural enterprise, more than 7 thousand pigs were slaughtered.

The purpose of such operations is to provoke social discontent with the actions of Russian authorities, and threaten food security in the Russian regions.

The Russian military reported that more important documents were found in the captured Ukrainian regions.

In the Center for Public Health of Ukraine in the Zaporozhye region, the interdepartmental group found a grant agreement between the Civil Research and Development Foundation (CRDF), Metabiota and Ukrainian laboratories, including the Institute of Veterinary Medicine. The funds transferred by the Fund for the project codenamed “Yu-Pi-4” amounted to more than 180 thousand dollars. This project, with a total funding of more than 1.5 million US dollars, was aimed at studying the spread of particularly dangerous pathogens through migratory birds.

The CRDF was created by the US Congress in 1992 to attract scientists from post-Soviet states with experience in developing weapons of mass destruction. Since the CRDF is exempt from taxation, the Pentagon, through the State Department and the US Department of Energy, uses this organization to finance its dual–use projects outside national jurisdiction, including on the territory of Ukraine.

Russian specialists received documents from the Ukrainian Center for Public Health, including those related to the Yu-Pi-8 project. The objective of this project was to study the vectors of Congo-Crimean fever and analyze blood samples of Ukrainian servicemen in order to study the effects of the disease on the body. The project was commissioned by the Defense Threat Reduction Agency (DTRA).

According to the document dated March 26, 2020, the ethics committee decided “… to suspend the study within the Yu-Pi-8 project with the further deletion of all information …”.

The Russian military commented that ‘such decisions are made by supervisory authorities only in the case when the risks to the project participants significantly exceed the benefits of its implementation.”

The Russian military noted a “strange coincidence”, that the COVID pandemic was preceded by a number of research projects on the systematic study of coronaviruses, which were funded by Washington. So, since 2009, the USAID has been implementing the Predict program, within which coronavirus diseases were studied and their vectors were captured.

On September 12, 2023, lawmakers publicly demanded from the head of the department, William Burns, detailed materials for the work of a special subcommittee aimed to investigate the origin of the COVID-19 pandemic.

The US reports available to the Russian military “Assessment of the risk of emerging infections from insectivorous bats in Ukraine and Georgia” revealed that coronavirus studies were conducted from 2016 to 2020. The report notes, “… that during the work on the territory of Ukraine, individuals of bats were identified migrating up to 800 km deep into countries such as Hungary and Russia …”.

The Russian military drew attention to the fact that bioinformatics specialists were involved in the research in Ukraine. Their duties included editing and combining the genomes of identified pathogens. That is, research traditionally associated with enhancing the functions of dangerous viruses.

We have repeatedly noted that the artificial origin of COVID-19 is evidenced by the uncharacteristic variability of gene variants for most coronaviruses, significant differences in mortality and contagiousness, uneven geographical distribution, as well as the unpredictable nature of the epidemic process as a whole.

It is also difficult to explain the high degree of readiness of US manufacturers of mRNA vaccines for the pandemic of a new coronavirus infection, which suggests collusion between various US government agencies and the so-called “Big Pharma”.

The spread of the new coronavirus infection has led to a significant increase in the profits of biotech corporations due to the creation of vaccines and medicines against coronavirus, as well as to the increased dependence of developing countries on the United States and the creation of conditions for their further implementation of dual-use programs.

Thus, the list of persons involved in the military biological dossier includes persons who influenced the investigation of the causes of the COVID-19 pandemic, including employees of government agencies, officials of medical and pharmaceutical companies:

  • Anthony Fauci, a former White House adviser and director of the National Institute of Allergy and Infectious Diseases.
  • Gina Haspel, Director of the CIA from 2018 to 2021, oversaw the implementation of military biological programs by the CIA, participated in the investigation aimed at determining the causes of the COVID-19 pandemic.
  • Nita Madhav, former CEO of Metabiota, wo created the platform for predicting scenarios for the development of the COVID-19 pandemic, which turned out to be completely ineffective.
  • Alex Azar, US secretary of health and human services from 2018 to 2021.

The activities of these officials clearly demonstrate that the American administration deliberately ignores the most important issues of biosafety in order to make super profits.

The US efforts to establish global biological control are accompanied by the substitution of the provisions of the BTWC and other norms of international law with its own rules, which were developed in the US interests, supported by the collective West and imposed on third countries for implementation.

Western delegations are pushing the decisions on relevant international platforms only according to their interest, regardless of the priorities of other states.

In its turn, over the past few years, Russia has been pushing initiatives to strengthen the non-proliferation regime of biological weapons and improve confidence-building measures.

  • First of all, it is the resumption of negotiations on the development of a legally binding protocol to the BTWC with an effective verification mechanism that would include lists of pathogens, toxins, specialized equipment, and would be comprehensive. The relevant working papers have been prepared and will be presented at the upcoming meeting in Geneva.
  • The second is to expand the format of confidence–building measures by providing information on research and development in the field of biological protection carried out outside the national territory.
  • The third is the creation of a Scientific Advisory Committee to assess achievements in the fields of science and technology, which would have a wide geographical representation and equal rights of participants.
  • The fourth is the use of mobile biomedical units within the framework of the BTWC.

The practical implementation of our proposals will contribute to increasing the “transparency” of national biological programs and compliance with the requirements of the Convention by all participating States, including the United States, without exception.

The Russian military also reminded that Washington officials had acknowledged the operations of their dangerous biological laboratories in Ukraine:

Back in March 2022, Deputy Secretary of State Victoria Nuland announced the presence of bio-facilities controlled by the United States in Ukraine. Due to the fact that at the time of testifying before the US Senate Committee, Nuland was under threat of criminal punishment, she was forced to admit that if these biological facilities and materials located there come under the control of the Russian Armed Forces, there is a risk of leakage of sensitive information and great concern to the US administration.

On January 31, 2023, the fact of “the implementation of a number of American scientific programs” was confirmed by the Coordinator for Strategic Communications at the National Security Council John Kirby. At the same time, in his interpretation, the laboratories located in the former Soviet republic were allegedly “deactivated” and abandoned by staff in early 2022.
