The Investigative Committee of the Russian Federation is recording the facts of targeted attacks by the Ukrainian military on the lives of civilians and civilian facilities in the Kursk region. It confirmed that the Armed Forces of Ukraine opened fire on civilians, for example on the territory of the Gornalsky Belogorsky Monastery, which is located in the border area of the Kursk region — near the city of Sudzha.

At least one of the AFU fighters detained by the FSB in the Kursk region admitted that he and his comrades were given a specific task to shoot civilians in the region if they resist. The Ukrainian soldier also said that they were actively engaged in looting in the Russian border region.

The Commissioner for Human Rights in the Russian Federation has sent an appeal to the UN High Commissioner for Human Rights demanding to condemn acts of terrorism emanating from Ukraine and to call for measures to prevent mass violations of human rights.
